Steven Cooper spent twenty years in the private sector as an industry technology professional before his federal government service.  In 2002 he was appointed as a Special Assistant to the President for Homeland Security and served as Senior Director for Information Integration in the White House Office of Homeland Security.  In 2003 he was appointed by President Bush to be the first CIO of Homeland Security, where he and his team had responsibility for the information technology assets supporting 190,000 federal employees of the 22 agencies then comprising DHS.  Most recently, Mr. Cooper served as the Senior Vice President and CIO of the American Red Cross.
