David Aylward is a founder and Director of COMCARE, a 100+ member, non-profit emergency response alliance dedicated to improving emergency response communication and information systems.
From 1981 to 1985, Mr. Aylward was Chief Counsel and Staff Director of the U.S. House
of Representatives’ Subcommittee on Telecommunications, Consumer Protection and Finance, which had jurisdiction over federal communications and finance regulation, automotive safety, and a variety of federal consumer protection legislation. From 1977 to 1981, David was Legislative Director to U.S. Senator Timothy E. Wirth (D-Colorado), then a member of the House. In that position, he handled budget, environmental and energy legislation, as well as communications policy. David has held senior positions in two presidential campaigns, and managed four congressional campaigns.
He received a BA from Dartmouth College in 1971, where he was Editor in Chief of the daily newspaper, and a JD with High Honors from The National Law Center of The George Washington University in 1976, where he also served on the Law Review and was a member of the Order of the Coif. David is married and has three children.
